"Reach: the European Regulation on the registration, evaluation, authorization and restriction of chemical substances"

alt

Reach, acronym for Registration, Evaluation, Authorization and Restriction of Chemicals, is a European Union (EU) regulation which aims to improve the protection of human health and environment from the use of chemicals. It entered into force on 1 June 2007 and is applied in all EU member countries, including Italy.

The Reach regulation requires companies producing or importing chemicals into the EU to register these substances with the European Chemicals Agency (ECHA). Registration requires detailed information on the chemical properties, intended uses and risk management measures associated with each chemical. This allows authorities to assess risks to human health and the environment and take any necessary management measures.

Reach also introduced the obligation to replace dangerous chemicals with safer alternatives, when the latter are available and practicable. Furthermore, the regulation provides for the authorization of the use of chemicals of particular concern (such as carcinogenic, mutagenic or reproductive toxicants) if it is demonstrated that the socio-economic benefits outweigh the associated risks.

In Italy, the implementation of Reach is entrusted to the Higher Institute for Environmental Protection and Research (ISPRA) and the Ministry of Health. These bodies play a key role in evaluating registration dossiers, identifying substances of concern and promoting good practice for the safe management of chemicals.

Reach represents an important step towards greater chemical safety in the EU and has helped improve knowledge about chemicals used in consumer products. Thanks to this regulation, consumers can be more informed about the chemicals present in the items they purchase and the related safety measures.

In conclusion, REACH is a fundamental regulation for the protection of human health and the environment from the use of chemicals. Through registration, evaluation, authorization and restriction, Reach promotes a safer and more responsible chemical industry, while ensuring adequate protection for consumers and the environment.
